MvcRazorCompileOnPublish is not available in netcoreapp3.0

I have include <MvcRazorCompileOnPublish>false</MvcRazorCompileOnPublish>into .csproj file,and then publish project.
but *.View.dll is generated.

It is likely a result of removing runtime compilation by default in ASP.NET Core 3.0. I believe we will always generate the dlls with views on build.

This might be a bug in the SDK:

The evaluation order seems to be incorrect. We have tests for this, but they aren't set up correctly to identify this: https://github.com/aspnet/AspNetCore-Tooling/blob/a833cd4b30de213aafca02e8cf6e7a4b2c4610d7/src/Razor/test/Microsoft.NET.Sdk.Razor.Test/IntegrationTests/BuildIntegrationTestLegacy.cs#L94-L109.

@FalconWu2017 the property MvcRazorCompileOnPublish is supported for legacy purposes. We'll work on addressing this issue, but we recommend using <RazorCompileOnPublish>false</RazorCompileOnPublish> instead.

@javiercn Some members of our team don't develop C# code, but they can write UI code such as HTML CSS JS. If views are generated as DLLs, they cannot work.
Usually we first debug the UI by browser according to the customer's needs, then submit the changes to the server, and then submit changes to the developers, developers modify the UI code of the development environment,do not need publish again.
