Debug mode works but release fails to start. both work with same solution in VS 2022

I have a multi-project solution, containing razor libraries, EF libraries, and multiple razor server projects that share the libraries. All works fine in VS 2022 (debug and release). Projects are all DotNet 9. The bug in VS Insider is StaticAssetsExtension.cs throws InvalidOperationException("ETag header not found.") when running release mode. Debug works fine.
