This PR disables automated inter-branch merges for the 10.0 release branch by removing merge flow configurations. With RC2 locked down, the release/10.0 branch should follow standard servicing branch practices where changes are first made to main and then backported manually.

Reverts #63277. Now that RC2 is locked down,
release/10.0should be treated like any other servicing branches, which means no more auto-merges. PRs should first be opened againstmain, then backported.
