Investigate and fix issues for ARM64 Managed Debugging on Windows

ARM64 Managed Debugging for Windows has not yet been investigated and tested. This issue is tracking the investigation and potential bug fixing for ARM64 managed debugging:

Live debugging:

• Execution Control (stepping, breakpoints)
• Inspection
• Expression evaluation -- func-eval
• Callstack
• General ICorDebug validation

Dump debugigng:

• Inspection
• Callstack
• General ICorDebug validation

SOS

• Live debugging (windbg): validate SOS commands
• Dump debugging (windbg): validatate SOS on triage, mini, heap dumps
• Windows Watson crash dumps - triage, mini, heap
