Some links in SafeHandle doc display as raw Markdown

Description

"Notes to implementers" has 3 links which are displayed as raw Markdown instead of becoming clickable links. The link paths seem to be correct (they work when copied and pasted). There's another Markdown link in SafeHandle.ReleaseHandle remarks, which works, and it links to a doc under /dotnet/ - maybe the problematic 3 links not being /dotnet/ links is the issue?
