For preview 1, we should add DockerFiles to all of our samples and also move them all to use the latest API.

Add 3.8 DockerFile for .NET Helix VMs (dotnet#54)

* Add 3.8 DockerFile (basically a clone of 3.6 with missing dependencies removed)

* comment out other installations of lldb-dev until issue dotnet#55 is resolved.
