[Perf][Maui] Set only android-arm64 to be built for Maui (#65747)

* Set android to only build one RID (android-arm64).

* Update the mv file path for the android apk.

* Add --self-contained to get rid of android build warning.

* Add comment about dotnet restore being done before publish.
