Consider including all tarball assets in artifacts tarball

The artifacts tarball currently only contains packages that were output by the build. But there are other artifacts that get output as well such as the various runtime tarballs, nethost, crossgen, apphost pack, sdk tarball, etc. Should these be included as well?

[Triage] Decision is that we should not include the non-required assets as they are not required. The size adds overhead for no value.
