Cleanr 0.17.0

• Add 27 review-required cache rules and 32 discovery locations for browser
  automation downloads, compiler caches, JetBrains indexes and logs, Conda
  package archives, and Hugging Face Xet chunks. All new cleanup rules start
  unselected; custom cache layouts are outside this coverage.
• Add 26 inspection rules that retain uv caches, IDE history and configuration,
  installed environments, model data, and other application state. Protection
  applies to covering directories and explicit subtree scans, survives disabling
  a built-in cleanup pack, and cannot be overridden by manual selection.
• Constrain Conda cleanup to regular archives with a same-scan package-cache
  marker. Limit TorchInductor discovery to directories owned by the current
  effective user, recheck ownership before cleanup, and improve known Python
  process detection. Process checks do not prove that every cache user has exited.
• Extend rule and location schemas with inspection scopes, path exclusions,
  parent markers, bounded child discovery, and current-user ownership checks.
  Plugins using these fields require Cleanr 0.17.0 or later.
• Keep cleanup results visible until the next scan, with distinct completed,
  partial and failed outcomes, recorded item counts, rescan and restore actions.
• Add English and Simplified Chinese rule explanations and coverage guidance,
  and clarify partial scans, permissions and execution troubleshooting.
• Update the locked rustls dependency to 0.23.45 to fix
  RUSTSEC-2026-0285, a TLS 1.3
  handshake validation issue. Existing Ratatui dependency warnings remain
  documented in SECURITY.md.

  规则默认均不选中，自定义缓存布局不在本次覆盖范围内。
• 新增 26 条只读识别规则，保护 uv 缓存、IDE 历史与配置、已安装环境、模型数据和
  其他应用状态。保护覆盖父目录和单独扫描的子树，禁用内置清理包后仍然有效，
  手动选择也不能绕过。
• Conda 只允许清理同次扫描确认缓存标记的普通归档文件；TorchInductor 仅发现
  当前有效用户拥有的目录，执行前再次检查归属，并补充常见 Python 进程识别。
  进程检查不代表所有可能使用缓存的程序均已退出。
• 规则与位置 schema 新增只读范围、路径排除、父目录标记、受限子目录发现和
  当前用户归属检查。使用这些字段的插件要求 Cleanr 0.17.0 或更高版本。
• 清理结果持续保留至下次扫描，区分完成、部分成功与失败，显示已记录的条目数，
  并提供重新扫描和恢复入口。
• 补充中英文规则解释与覆盖说明，完善部分扫描、权限和执行问题排查文档。
• 将锁定的 rustls 升级到 0.23.45，修复 TLS 1.3 握手校验问题
