Fix ActivityContext::workflowId and runId for public activity claims. PHP SDK 3.6.0 read the Server's internal field names, leaving these IDs null in normal remote callbacks. Upgrade to 3.6.1 when using the original owning workflow identity or the guarded own-run signal example.

Public workflow_id and run_id now take precedence, including explicit null. Existing constructor aliases and local-parent identity remain compatible. Missing or invalid identity remains unknown. Retry snapshots, budgets, scheduling and the Server protocol are unchanged.

Qualified with 2,859 PHP 8.3 tests, PHPStan, release-identity and dependency-boundary checks, the normal PHP/framework CI matrix, regression corpus, package/docs checks, CodeQL and Sonar. Published-package/Server functional acceptance is tracked in durable-workflow/.github#250 and PR #221.
