Code targets for bundles

Bundles now have a code_targets attribute. This allows bundles not specifically target the right source code and tests.

Soft-check links for proper safety derivation

Build shows information if an item "has no fulfils link to a requirement with the same safety value". Not a warning (as error) yet, but eventually: #985
