This PR sets up GitHub actions for the main CI build of the browser repository.

  • We no longer create p2 repositories and features, instead only maven artifacts are being built
  • browser and browser-cef are merged
  • Tycho is upgraded to 4.0, which also requires Maven 3.9
  • Jenkins builds are removed
