Publishes the location-independent workflows-capability-root PATH broker for dependent plugins. Consumers now resolve the exact enabled workflows installation without cache scanning, latest-version selection, source-checkout fallbacks, or reconstructed install paths. Missing, ambiguous, failing, or malformed brokers fail closed.
