Support parent activity in the controller environment #341

Description
The v0 endpoint of the ETOS API supports passing an optional parent activity for the TERCC to link to. In the v1alpha endpoint of the ETOS API this is not supported yet.
Note that the TERCC is sent from the ESR in the controller environment, so some sort of passing of the causal event to the ESR is necessary.
