As a way to to uniform how we reference the OpenTelemetry Collector, we are removing the variable OTEL_COLLECTOR_HOST and replacing it with the standard OTEL_EXPORTER_OTLP_ENDPOINT.

Description of the Change
As a way to to uniform how we reference the OpenTelemetry Collector,
we are removing the variable OTEL_COLLECTOR_HOST and replacing it with
the standard OTEL_EXPORTER_OTLP_ENDPOINT.
