The preview cleanup is broken #500

Describe the bug
It doesn't seem to delete anything
See all the recent workflows at https://github.com/elastic/docs-builder/actions/workflows/preview-cleanup.yml
This is currently not too big of an issue, s3 objects are deleted automatically after 14 days.
Expected behavior
it should delete the deployments created by the PR and delete the files on s3
