Same page anchor links still do a fetch() request #898

Describe the bug
Clicking on AVG which is an anchor on the same page still does a fetch() for the page through HTMX.

Expected behavior
Behave the same as clicking on the links in the on page table of content to the right and directly go to the anchor.
