[Feature Request]: Collapse site navigation down to L1 by default #899

Prerequisites
- I have searched existing issues to ensure this feature hasn't already been requested
- I have tested using the latest version of docs-builder
What problem are you trying to solve?
@shainaraskas @colleenmcginnis proposed we should collapse down to the top level navigation items (L1) by default.
This would mean we need chevron's on them (if they have subnavigation items).
