[Internal]: Agentless integration upgrades

Description

Agentless integrations can't be upgraded directly. Instead, users must install them in a new policy. We should document this behavior in the agentless integrations documentation. It's not considered a known issue because this is intended behavior, for now.

NOTE: this is getting fixed in 9.2 (and serverless before then)

Affects only 9.2 and serverless as of now. Nicolas will follow up if they backport to 8.x
