[API docs] Publish Update data streams settings API for 8.19

Description

The Update data stream settings API was backported to 8.19. This means the API is available in 9.1 and 8.19, but not in 9.0. However, the docs changes were not backported to 8.19, so the API docs are currently missing for that version.

Backport the API docs changes to 8.19 and publish them. v9 docs correctly state that the API was added in 9.1., and v8 docs should mention that the API is available in 8.19.
