Upgrade log4j2 to newer version

We use [log4j2 2.19.0](https://github.com/elastic/elasticsearch/blob/main/build-tools-internal/version.properties#L13), which has a [deadlock bug](https://github.com/apache/logging-log4j2/discussions/3837) that [our customers sometimes hit](https://github.com/elastic/elasticsearch/issues/131404). It looks like the bug was fixed somewhere around 2.23, and 2.25.1 is currently the latest.
