Verify failIfAlreadyExists behaviour in repository analyzer #134632
Description
With #133030 we now have proper conditional write support in all the major repository types (actually all the Elastic-maintained plugins except HDFS). We must now adjust the repository analyzer to verify that the underlying repository implements these conditional writes correctly.
