Store system index mapping versions in cluster state #98503
Description
As a follow-up to #97934, we need to make system index mappings version numbers available to nodes via cluster state so that nodes can determine which other versions are present in the cluster. This will be necessary both for creating system indices in "mixed cluster" environments and for determining when to update mappings.
