Filter tool list according to server capabilities

Since we support 8.x and 9.x, the tool list should reflect what the server actually support.

In particular, the ES|QL tool should not be exposed for servers < 8.11.

Can you support filtering tools using env vars (or command parameters)? My use case is I don't have permission to call list_indices but my agent keeps callinglist_indices first, and when receiving 403 error, it might assume that something is wrong with authentication and would skip other tools like search). I might need to use something like a mcp proxy, but having this filtering feature would be great. BTW, thanks for the great MCP.

We should also consider either disabling get_shards or responding gracefully when a serverless instance is used.
