Governance Substrate v0.4.0 adds actor-scoped and session-scoped authority, fail-closed handling of delegated services, sensitive-data egress controls, and classified object provenance with audited declassification.

The deterministic adversarial suite passed 23 tests. The same five governed object-provenance scenarios were also completed with local Qwen 3.5 4B and Llama 3.1 8B models, followed by hosted GPT-6 Luna and GPT-6 Sol. The boundary allowed the private read and transform, preserved the private classification, denied private publication, allowed a separate public summary transform, and completed publication of the public summary.
