Do not shrink after clearing notifications

What Happened

Wingpanel-indicator-notifications abruptly shrinks in size after notifications are cleared, which is unnecessary.

Expected Behavior

Wingpanel-indicator-notifications remains constant in width (along the y axis) even after all notifications are cleared.

Steps to Reproduce

1. Get a notification
2. Clear it
3. Watch wingpanel-indicator-notifications shrink unnecessarily

Perhaps a better option would be to just close the window when the last notification is cleared?
Or do people then go on to click other items in the window? I don't but maybe worth getting feedback fro others before making a decision.
