GitHub has deprecated ubuntu-20.04 runner but ubuntu 22.04 uses glibc v2.35 while ubuntu 20.04 uses glibc v2.31.
This PR removes the hard requirement for users to bump their system (docker or a physical machine) to whichever distro version that ships with glibc >= v2.35.
