Breaking changes

• Errors and lint findings are Code.diagnostic maps with file, severity, message, and 1-based {line, column} position and span, plus rule, labels, fixes, and suggestions where they apply. See OXC.Diagnostic. OXC.Lint and OXC.Format return diagnostics instead of strings on failure, and OXC.Lint.TypeAware.Diagnostic is removed.
• Lint findings report :error and :warning. Options still take :deny, :warn, and :allow.
• :plugins and :env take names as strings, as in an oxlint config, such as plugins: ["react", "jsx-a11y"] and env: ["browser", "node"]. Unknown plugins are errors. Type-aware rules take severity or {severity, options}.
• Custom OXC.Lint.Rule findings use AST start and end offsets instead of span: {start, end}. Rules set to :allow no longer run.
• OXC.Error messages read file:line:column: message.
• Requires json_codec 0.3.

Fixed

• fix: true returns fixes, as OXC.patch_string/2 patches.
• TypeScript diagnostics from type_check: true are errors, not warnings.
• Windows precompiled NIFs install: 0.17.8 shipped without their checksums.
