Enhancements

• Add rendering protocol methods to Omniexception (render_dictionary, render_json, render_markdown, render_toml) for structured exception output.
• Integrate ictr as a first-class inscription subsystem alongside Python
  logging. prepare() configures and optionally installs the ictr dispatcher;
  Control gains install_ictr; CLI exposes --active-flavors and
  --trace-levels. Flavor and trace configuration precedence is explicit
  Control args, then {APP}_* env, then ICTR_* env, then defaults.

Removals

• Drop support for Python 3.10 and 3.11.
  Require Python 3.12 or newer.
• Replace the importlib-metadata and importlib-resources
  backports with standard library importlib.metadata and
  importlib.resources.
• Replace the third-party tomli dependency with standard library
  tomllib for TOML parsing (guaranteed by the Python 3.12 baseline).
