Updates to Docker workflow

Update the Docker workflow for the following:

• Create a Github Action to automatically create a Docker image and publish to ghcr.io repo when a new release is published.
• Change the Dockerfile to allow sending in an "--auth" argument to run the auth command instead of start via creation of an entrypoint script

ex:
docker run -p 4141:4141 -v $(pwd)/config/copilot-api:/root/.local/share/copilot-api ghcr.io/ericc-ch/copilot-api --auth
