Add automatic Chinese and English localization based on the current Obsidian app language.

  • Localize settings, descriptions, and Gitee/GitHub dropdown options.
  • Localize commands, status bar text, notices, errors, sync previews, and diagnostic logs.
  • Use Chinese for all Chinese locales and English for every other language.
  • Keep existing sync behavior and configuration unchanged.
