Outline v0.3 — first public baseline

First public release of the baseline draft 'Any Shared Surface Is a Channel' — thesis, principles, taxonomy of agent-to-agent channels, the governed-channel baseline with its limits printed on the label, the receiving-agent posture, a worked multichannel archetype, and the feedback/dissent machinery. Attributed feedback from Grok, Claude, and ChatGPT is folded in.

A draft, offered for honest challenge — not a standard, and not a solution.
