Install VLC on macOS from the official dmg without Homebrew

"Download for me" fell back to the web page on Macs because brew isn't
on PATH for apps launched from Finder. Download the official dmg and copy
VLC.app into ~/Applications (no admin needed), falling back to Homebrew
(also probing /opt/homebrew and /usr/local) if that fails.
