Low Power Alignment Mode & Background Throttling

• Silent & Cool Background Batching: Low Power Mode clamps ONNX Runtime intra-op threads to 1 core and inserts a 5-second cooldown pause between tracks during batch runs, keeping laptop fans quiet and temperatures cool while multitasking.
• Settings & Persistence: Added "Low Power Alignment Mode" checkbox to Project Settings (App Preferences); state is remembered globally across app launches.
• CLI Flags: Added --low-power flag and --threads <n> (-j) option to isochron_cli for terminal scripts and automated pipelines.
