This commit also bumps GCC from 9.4 to 11.2. The latest stable release of GCC is GCC 12, but it isn't installed by default with `ubuntu-22.04`. The `ubuntu-22.04` label was announced as stable in GitHub Actions on 2022-08-09 [1][2]. However, note that the `ubuntu-latest` label still currently uses Ubuntu 20.04 [3]. This commit also bumps GCC from 9.4 to 11.2 [4][5]. See the GCC changelogs [6][7] for more details.
