Agent package, eca init Git, normalization rule entity

Bump all packages to 2.1.0

Align angular-lib, eca-components, base, agents, and cli at 2.1.0,
update cross-package dependency ranges and lock-file roots, and move the
agent SDK baseline to 2.1.0.
