Transfer `antonmedv/expr` to `expr-lang/expr`

I'm planning to create a few additional repos for expr. Like parser/lexer in JS, and maybe expr.js version as well.

Tested move with https://github.com/antonmedv/module-test. Looks like users will need to upgrade the module path.
