0.3.1：python 占位时退到 py

Windows 上 python 这个名字可能是微软商店的 0 字节占位（只打印「Python was not found」，退出码 9009），卡片因此一直报「扫描失败（9009）」。这一版页面先调 python，不行就退到 Python 启动器 py；zpack.json 的 shellCommands 补上 py。mac 不变。票：#32。

更新照 README「更新」三步：退出 Zebar、挪开旧包并清缓存、重跑安装命令。
