Fixed

• The debug server's /api/files?path= now finds files on Windows. It compared the path it was asked for, which Path.GetFullPath turns into backslashes on Windows, with the forward-slash paths Fable reports, so every lookup there answered 404, even for a file /api/files listed. Both sides are now compared in Fable's forward-slash form, so either slash works, and /api/diagnostics?file= accepts either slash too. (#76)
