Disable dependabot updates #175

We're going to disable the dependabot updates for now, as this is a fork project.

Dependabot really doesn't need to be enabled on fork projects, but it got enabled when the dependabot.yml config file appeared. see: dependabot/dependabot-core#2198

Update on this: I'm going to re-enable dependabot here since the upstream iD project is not applying the updates and there are useful security and compatibility updates that we're missing (especially now that Node 10 is EOL and Node 16 is available).
