What is this?

Since the integer division result is different between python2 and python3, I changed it so that the same result is output in python3.

@iory @fazildgr8 should I change this code in the file 'filter.py'. Or this code is for different file.

I am facing problem regarding the robot not moving in RViz. It moves manualy by using 2D Navigation pose.
