Add code scanning Github Action

Github announced free code scanning for public repos: https://github.blog/2020-09-30-code-scanning-is-now-available/
Currently it supports the following languages:

- C/C++
- C#
- Go
- Java
- JavaScript/TypeScript
- Python

We should set it up to try it out
