Update rake-compiler-dock to support new *-musl targets of rcd-1.5.0-rc1.
Do not enforce compile for running tests, to allow testing preinstalled binary gems.
To avoid the need to install ruby development files in multiplatform setups.
So exclude this spec on musl-linux.

This adds binary gems for more platforms. Until now only Mingw platforms were provided. This PR adds many more platforms for Linux and Darwin on arm, x86 and x86_64 architectures. It also adds proper build tasks to CI and test tasks for binary gems on various platforms.
