Bug: Cannot open image with the default image viewer

Description

Files app couldn't open image files (.png files, in my case) with default image viewer, but always open them with Windows Photo Viewer. However, other types of files (.md files, for example) can be opened with the default program I set (such as Typora and VS Code).

Steps To Reproduce

1. Double click a png image file, and the file will be opened with Windows Photo Viewer.
2. Right click that image file and set another image viewer as default.
3. Double click the image file again, and it will still be opened with Windows Photo Viewer, not the image viewer I set before.
