Narrator doesn't read the combo box heading

Describe the bug
Normally the Narrator app will first read the heading of a combo box and then the actual item. However, in Files this doesn't happen and it only reads the value. How do you know what the value means without hearing the header of that combo box.

To Reproduce
Steps to reproduce the behavior:

1. Enable Narrator
2. Go to Files->Settings
3. Keyboard focus on any of the combo box in the first page
4. See error

Expected behavior
It should first read the header then the text just like any other app on Windows 10.

I see there's a separate text block for heading which is not good with Narrator. Always use the header property if available. There's a way to read separate text blocks but setting it as the header is more ideal and useful. I shouldn't enable the option to read text just to see what the combo box is for. Other apps read the heading before value without that option and Files shouldn't be any different.
