Update CKEditor to version 4.2.2 missing language files

Thanks Dave - I've merged this. FYI, I moved the vendor code to a folder with a version number (same as we now do for other CSS/JS assets). This should (a) prevent browser-cache issues and (b) make it easier to identify which version of vendor code is used. |

Provided with moono & moonocolor skins. Moved editor config from module.php to config.js. module.php now sets locale on editor initialisation. uicolor set to an approximation of admin theme colour. (looks quite good in my opinion)
