* Bump Pythons to 3.12.16/3.13.18/3.14.10

* python-build-standalone 20261026 for all three.
* 3.13 iOS patch: refresh the Lib/test/support/__init__.py __all__ hunk context for 3.13.18, which added requires_root_user / requires_non_root_user.

* Android: skip the mimalloc openat patch when upstream already guards Android

3.14.10's mimalloc only takes the raw-syscall path on non-Android Linux, so
mi_prim_open uses libc open() (openat in bionic) and the patch no longer applies.
