    Start response headers with an 8 KiB buffer while preserving the configured maximum and HTTP connection semantics during growth. Allow deployments to select direct or heap-backed Jetty output buffers.

    Start with smaller response header buffers while retaining the maximum. Track the accepted Jetty persistence limitation in issue #15840.
