Bug Fixes

  • tracking: wake peers reassigned during a concurrent claim (88ceb7e)

    Use the actual atomic cluster transition to find reassigned peers so concurrent tracker registration cannot leave available work waiting for another publication. Keep stable waits and active segment reservations intact.
