  • testing: enforce LocalOnly handler eligibility in maintenance fixtures (71d31b9)

    Preserve real local and self handlers while preventing synchronous tracking simulation from hiding missing local handlers. Keep dispatch restriction scopes independent across concurrent and derived envelopes.
